郑州市在全面完成社区居委会的整合重组、全面改善社区居委会干部工作条件的基础上,针对社区管理和服务设施比较薄弱、尤其是社区居民活动场所匮乏的问题,在全市336个社区居委会实施社区建设“三个一工程”,即每个社区拥有一个面积80平方米,内部有统一配套设施和日常管理制度的社区居民综合活动中心,有一处面积不少于30平方米的社区警务室和一支6～8人的社区治安巡防队,有一个面积80平方米的社区卫生服务站。在社区投入、基础设施建设中凸现了市委、市政府高度重视的意义。
