干部队伍要保持活力,离不开正常的新陈代谢,理所当然要求干部能上能下。可是,当前某些干部能上不能下的现象,已成为困扰干部人事工作的一大难题和制约干部制度改革的瓶颈,造成机构臃肿、人浮于事、工作低效和干部队伍“板结”严重。探索其中深层次的原因,尽快在这方面取得明显进展,是一项重要而紧迫的任务。
