近年来,深圳市借鉴香港经验,以政府购买服务的方式在社区中引进专业社工机构运营社区服务中心。社区服务中心作为新生事物,在嵌入社区过程中可以采用评估社区需求作为切入点。本文正是以深圳市F社区服务中心为例,介绍其进驻社区开展的需求评估及其服务方案的设计过程,为实务工作者提供范本。最后提出了关于社区需求评估的三个疑问:如何处理调查得来的需求与真实需求之间存在的距离?社区服务中心的功能定位应为何?如何在资源有限的情况下做到公平?
In recent years, Shenzhen has learned from Hong Kong’s experience and introduced professional social work organizations to run community service centers in the community in the form of government procurement services. As a newcomer to community service centers, community needs can be assessed as an entry point into the community. This article takes Shenzhen F Community Service Center as an example to introduce the needs assessment carried out by its residents in the community and the design process of its service plan and provide a template for practitioners. Finally, three questions about community needs assessment are put forward: how to deal with the distance between the surveyed demand and the actual demand? What should be the function orientation of the community service center? How to be fair under the condition of limited resources?
