我国政府主导型风险投资机理与成熟市场主导型的风险投资机理存在明显的差异特征:政府主导型风险资本在动员阶段,有着资金动员速率快、运动目标明确等优点;而在投资阶段,政府“政治人”特性容易导致投资行为变异以及投资速率降低等问题;在退出阶段,政府强调的是对于特定宏观经济目标的实现,并不以获取创业利润为最终目的。
