文化创意产业集群“创意打包贷”融资新模式的构建

我国文化创意产业在以集群化为主要特征的快速发展过程中,存在着严重的银行信贷融资困境。纾解这种融资困境的有效办法是改变既有的“—对—”“以零为零”的借贷策略,创新出“多对多”“化零为整”的集群“创意打包贷”融资模式。集群“创意打包贷”融资模式是一种考虑融资供求双方客观条件与现实需要的规模化、专业化、正规化的集群融资新模式。其整体框架由“两圈、三层、五步”构成,具有提高集群融资可得性与融资效率、扩大集群共同融资量、降低集群融资成本与融资风险和实现群内外相关主体协同共赢发展的作用。 In the process of rapid development of China’s cultural and creative industries taking the cluster as the main feature, there is a serious predicament of bank credit financing. An effective way to relieve this financing dilemma is to change the existing lending strategy of “zero to zero” to innovate “many-to-many” and “turn zero into one” Cluster “creative packaging loan ” financing model. Clustering “creative packaging loans ” financing model is a new model of cluster financing that takes into account the objective conditions and realistic needs of both sides of the financing supply and demand, which are large-scale, specialized and regularized. The overall framework consists of “two laps, three layers and five steps”, which has the advantages of improving the availability of cluster financing and financing efficiency, expanding the amount of co-financing of clusters, reducing the financing cost of clusters and financing risks, and achieving the synergy between the relevant parties in and outside the cluster Win the development of the role.
