在探讨我国卫生事业性质的过程中,有时需要举证某些卫生政策。在卫生改革日趋深化的今天,为加深对我国卫生事业的福利性和公益性的认识,很有必要对建国以来的卫生政策,加以系统回顾与研究。笔者研究认为,开国迄今,我国实行的是两种并行不悖、相辅相成的卫生政策,一种是卫生福利政策,一种是卫生公益政策。在不同时期、不同人群、不同专业,或者卫生福利政策比重大些,或者卫生公益政策比重大些,但始终是以卫生福利政策作为主导政策。应当历史地、辩证地看待这两种卫生政策,不宜简单地持“一刀切”的看法。
In the process of exploring the nature of China’s health business, it is sometimes necessary to prove certain health policies. With the deepening of the health reform, it is necessary to systematically review and study the health policy since the founding of the People’s Republic of China in order to deepen the understanding of the welfare and public welfare of China’s health undertakings. The author believes that since the founding of the People’s Republic of China, the country has implemented two kinds of health policies, one is a health and welfare policy and the other is a public health policy. In different periods, in different groups of people, in different professions, or in health and welfare policies, the health public welfare policies are more important, but health and welfare policies have always been the dominant policy. The two kinds of health policies should be viewed historically and dialectically. It is not appropriate to simply adopt a “one size fits all” view.
