Whenever a major accident happens, people have to reflect on why the government at all levels highly emphasize that the responsibility for safety production can be followed. The most serious and likely accidents still occur repeatedly. For example, after the collapse of Jiangxi Fengcheng Power Plant in 2016, On January 4, Dengfeng City, Henan Province, Hing Yu Coal Industry Co., Ltd. ordered to stop production for rectification orders illegal operations, resulting in major coal and gas outbreak caused 12 deaths.
