1993年1月15日,笔者参加了美国工业研究所(IRI)在首都华盛顿举办的一次专题研讨会,一些知名专家就工业研究与开发和技术与管理问题发表了意见。美国Rensselaer Polytechnic Institute科技政策中心主任Joseph Morone教授就美国联邦政府应在高技术市场中起什么作用发表了演说,引起了与会者的广泛注意。本文所反应的就是Morone教授这次演讲的主要观点,供读者参考。
On January 15, 1993, the author participated in a symposium held by the American Institute of Industrial Research (IRI) in Washington, DC, where some well-known experts expressed opinions on industrial research and development and technology and management issues. Joseph Morone, director of the Science and Technology Policy Center of the Rensselaer Polytechnic Institute in the United States, made a speech on what role the federal government should play in the high-tech market. This has drawn the attentions of attendees. This article responds to Professor Morone’s key points of this lecture, for readers’ reference.
