从一九五八年大跃进以来,我市农业战线同其它各个战线一样,在总路线、大跃进、人民公社三面红旗的光辉照耀下,获得了伟大的成就。我市三年来平均粮食产量比第一个五年计划期间增长了13.7%,林、牧、副、渔等生产也获得了相应的发展。农业是国民经济的基础,农业生产的迅速发展,对整个国民经济的持续跃进起了巨大的促进作用。过去三年农业生产的成就是在不断和自然灾害作顽强斗争中取得的。一九五八年遇到了大旱,一九五九年南部又遭大旱,而北部则沥涝严重。继过去两年连续遭灾之后,一九六○年又遭受了七十年所没有的大旱和严重的沥涝灾害。前
