刊授党校是在改革开放的年代诞生、发展起来的,经过十几年的耕耘,为四化建设培养了数以百万计的人才,这是令刊授党校骄傲的成就。但是,随着市场经济的发展,刊授党校工作出现了许多新的情况和困难,其中最大的问题是学苗数量下降、办学规模普遍萎缩。仅以丹东学区为例,该学区是省内办学较早、规模较大的学区之一,在校学员情况是:1998年5000人,1999年2000人,如果不采取有效措施,预计到2000年学员数量将不足1000人。这是刊授党校生存与发展所面临的新挑战。形势是严峻的。要适应市场经济形势的发展,改革刊授党校的办学方式势在必行。一、改低层次学历教育为高层次学历教育追求高学历是市场经济发展对人才的客观要求。当前 The publication of the Party School was born and developed in the era of reform and opening up.
