在建设主管部门大力推广与国际接轨的工程量清单计价方式和我国已进入 WTO 的环境下,针对国内施工企业如何提高自身的竞争力、适应和开拓国际市场,提出了施工企业应逐步建立起本企业的施工数据库,分析整理市场的供求和价格信息,应用计算机技术进行投标决策和施工成本管理,提高企业的竞争力,以应对复杂多变的市场竞争;提出了成立企业材料、设备采购价格信息中心,劳动力的信息数据库及借鉴我国已有的定额体系建立适合本企业的施工定额设想和建议。
