党的十八大确定了今后一个时期“深化金融体制改革,健全促进宏观经济稳定、支持实体经济发展的现代金融体系”的金融业发展目标。全国人大代表、中国人民银行天津分行行长周振海建议,为适应新形势,迎接新挑战,应针对人民银行长期以来履职过程和职责转变中遇到的法律问题,修改现行中国人民银行法,为全面履行中央银行职责,推动金融业改革发展提供坚实的法律保障。
