台湾在灾情信息的发布、搜集与通报作业,主要是透过消防、警政、民政三大官方系统,并辅以“应急管理信息系统”来进行跨机关灾情信息的传递与沟通。透过问卷调查,本文系统探讨在莫拉克风灾以后,当局对各式灾情信息的发布、搜集与通报管道。文章提出对现行应急管理信息系统的使用评价与改进意见,并对台湾重大灾害灾情查通报系统的改善与强化提出建言。
Taiwan disseminates and collects information on disaster information, mainly through the three official systems of fire control, police affairs and civil affairs, supplemented by “emergency management information system” to carry out the transmission and communication of disaster information across organs. Through the questionnaire survey, this article systematically explores the pipeline for the release, collection and notification of all kinds of disaster information after the Morakot disaster. The article puts forward the opinions on the use evaluation and improvement of the current emergency management information system and gives some suggestions on the improvement and strengthening of the system of notification and notification of major disasters in Taiwan.
