建设“资源节约型、环境友好型社会”是经济社会发展的战略方向,节能减排是当前经济发展工作的重要任务。在分析了相关研究文献,进行环境经济分析的基础上,利用数据包络分析(DEA)对河南省工业经济的环境效率进行了研究。选择河南省18地市和10个考核县级市作为决策单元,选取2012年决策单元的工业废气排放量、工业废水排放量、工业固体废弃物排放量作为环境负荷投入指标,工业用水总量、工业能耗作为资源投入指标,工业增加值、工业利润总额作为产出指标,运用DEA模型进行工业经济环境效率分析。结果表明:济源等12个行政区域表现出工业经济的环境DEA有效性较强,洛阳等7个行政区域有效性相对较弱,焦作等9个行政区域有效性相对较差。
Building a “resource-saving and environment-friendly society” is the strategic direction of economic and social development. Energy conservation and emission reduction are the important tasks of the current economic development. Based on the analysis of relevant research literature and the environmental economic analysis, the environmental efficiency of industrial economy in Henan Province was studied by using data envelopment analysis (DEA). Select 18 prefectures and 10 county-level cities in Henan Province as the decision-making unit, select the industrial emissions, industrial wastewater discharge and industrial solid waste emissions of the decision-making unit in 2012 as the environmental load input indicators, the total amount of industrial water, As a resource input index, industrial added value and total industrial profit, industrial energy consumption is taken as output index, and DEA model is used to analyze industrial economic environment efficiency. The results show that 12 administrative regions such as Jiyuan are more effective than the DEA in industrial economy. The validity of the seven administrative regions such as Luoyang is relatively weak, and the effectiveness of 9 administrative regions such as Jiaozuo is relatively poor.
