该文通过与伦敦、纽约等几个国际大都市的对比,认为:虽然目前上海的住房规模较大,但是与上海的市区面积和人口规模还是相适应的。然而,按全部常住人口(包括上海户籍人口和非上海户籍人口)计算的上海人均住房建筑面积水平则明显比伦敦、纽约等国际大都市低,而且上海住宅用地的集约化利用程度不高。该文通过多种方法对上海住房供应规模进行测算后认为:在“十三五”期间,上海的住房供应基本上满足了上海全部常住人口的合理居住需求,但是从中长期看,仅靠上海现有及可预见的新增土地资源难以满足上海全部常住人口的居住需求。基于此,文章建议要提高上海住宅用地的使用效率,加快推进城市更新的步伐,优化上海住房的空间布局,改善住房的供应结构,引导人们对住房的合理消费。
By comparing with several international metropolises such as London and New York, the article thinks that although the housing scale in Shanghai is relatively large, it still suits Shanghai’s urban area and population size. However, Shanghai’s per-capita housing gross floor area is significantly lower than that of other international metropolises such as London and New York, calculated on the basis of the total permanent population (including Shanghai registered permanent residents and non-Shanghai permanent residents), and the intensive use of residential land in Shanghai is not high. The article estimates the housing supply scale in Shanghai after a variety of methods and finds that during the “13th Five-Year Plan” period, the housing supply in Shanghai basically meets the reasonable residential needs of all permanent residents in Shanghai. However, in the medium and long term, Existing and foreseeable new land resources in Shanghai can not meet the residential needs of all permanent residents in Shanghai. Based on this, the article proposes to improve the using efficiency of residential land in Shanghai, accelerate the pace of urban renewal, optimize the spatial layout of housing in Shanghai, improve the supply structure of housing, and guide people to rational consumption of housing.
