1992年以来,由于钢材市场紧俏,部分地区兴办的小炼钢厂、小轧钢厂如雨后春笋。这些小企业有的连生产许可证都没有。他们置国家的法律、法规于不顾,使用各种回炉料轧制建筑钢材。更严重的是有的轧钢厂用小型中频感应电炉和简易铁模土法生产劣质钢坯,然后轧制建筑钢材(主要是热轧带肋钢筋)。今年3月以来,福建省有关部门对全省的小炼钢厂、小轧钢厂进行了质量检查。共抽查182家小炼钢厂的183批次钢坯,绝大部分不合格;154家小轧钢厂的273批次产品,合格
Since 1992, due to the tight steel market, some small steel mills and small mills in some areas have mushroomed. Some of these small businesses do not even have production licenses. They ignore the country’s laws and regulations, using a variety of rolled steel back to the construction materials. More seriously, some rolling mills produce low-grade billets using small induction induction furnaces and simple iron mold soil processes, then rolling construction steel (mainly hot-rolled ribbed bars).
