近年来贪污、受贿等犯罪案件增多,这其中有用人、管理和监督等诸多原因,但根本问题是体制缺陷。党的十五大明确指出,要按照“产权清晰,权责明确,政企分开,管理科学”的要求对国有大中型企业实行规范化的公司制改革,力争到本世纪末大多数大中型骨干企业初步建立现代企业制度。实现这一目标不仅会开创国有企业改革和发展的新局面,也将会有效地遏制住腐败现象的蔓延。
