当前,外资企业工会经费供需矛盾突出。处理好这个问题,对于提高和发挥外资企业工会的地位和作用,增强工会的凝聚力,有着十分重要的意义。对此,笔者以为应当采取以下对策。一、从经费来源上强化抓收入手段。 1、抓紧工会经费的收缴工作。外资企业工会经费主要依靠企业行政方面按工资总额2%来提供。当前,在经费收入上主要存在两个问题。一是认为《工会法》不是法,工会经费可缴可不缴;二是对于拨交工会经费项目内容,不甚了解,因此,必须加强《工会法》的宣传教育,提高行政和工会干部依法缴纳工会经费的意识;把漏、欠交的工会经费及时收缴入库;同时,采取必要的行政措施,给予适当的教育和处罚。
At present, the contradiction between supply and demand of union funds of foreign-funded enterprises is outstanding. To handle this issue well is of great significance to enhancing and giving full play to the status and role of trade unions in foreign-funded enterprises and enhancing the cohesion of trade unions. In this regard, I think we should take the following measures. First, strengthen sources of funding to grasp the means of income. 1, pay close attention to the collection of union funds. The funds for trade unions of foreign-funded enterprises mainly depend on the administration of enterprises for 2% of the total wage. At present, there are mainly two problems in funding. First, it considers that “the trade union law” is not a law and the union funds can be paid without payment; second, it does not quite understand the contents of the appropriation for trade union funds. Therefore, it is imperative to step up publicity and education of the “trade union law” and enhance the payment by administrative and trade union cadres according to law Union funds awareness; the leakage, owed union funds collected in time storage; the same time, take the necessary administrative measures to give appropriate education and punishment.
