工信部、发改委、财政部等12个部委联合下发的《关于加快推进重点行业企业兼并重组的指导意见》(以下简称《意见》)中提出:“推进企业兼并重组是推动工业转型升级、加快转变发展方式的重要举措,是提升我国经济国际竞争力、进一步完善社会主义基本经济制度的必然选择,有利于提高资源配置效率,调整优化产业结构,培育发展具有国际竞争力的大企业大集团。”
