随着城市建设的发展 ,且越来越现代化 ,对水利的要求愈来愈高 ,要想跟上城市发展的步伐 ,过去的老、大、笨、粗的只满足防洪、供水的治水观念已远远的落伍 ,代之而行的应是新的与城市发展紧密联系的新观念。即城市治水要遵循城市长远规划 ;城市治水与环境治理要结合 ;城市治水与文化要结合 ;城市治水与科普宣传要结合 ;城市治水要体现高科技。只有治水观念转化了 ,水利工程才能脱下旧装换新装 ,才能与城市发展和建设融为一体 ,才能更好地发挥水利基础产业的作用。同时也会更加巩固水利基础产业的地位 ,达到水利的多种服务功能 ,变工程水利为资源水利。
With the development of urban construction, and more and more modernization, the demand for water conservancy is getting higher and higher. To keep up with the pace of urban development, old, large, stupid, and rough old ones have only met the concept of flood control and water supply. What is far behind and out of the line should be new concepts that are closely linked with urban development. That is to say, urban flood control should follow the city’s long-term planning; urban water governance and environmental governance should be combined; urban water governance and culture should be combined; urban water governance and popular science propaganda should be combined; urban water governance should reflect high technology. Only when the concept of water management is transformed, can water conservancy projects take off old ones and replace them with new ones in order to integrate them with urban development and construction, so as to better play the role of water conservancy basic industries. At the same time, it will also further consolidate the position of the water conservancy basic industry and achieve the multiple service functions of water conservancy.
