作为农村社会保障体系中一个不可或缺的重要组成部分,新型农村合作医疗制度的建立与发展极大地提高了农民的健康水平和加快了农村社会经济的发展步伐,有效缩小了城乡差别。2004年,辽宁省投入新型农村合作医疗试点工作中,在孜孜不倦地努力和探索下,收效颇丰,特别是在促进农村医疗保障水平和农村医疗服务状况方面成绩显著。然而在推行实施方面还存在些许问题,在一定程度上致使农民参与积极性受阻和满意度不高。本文选取辽宁省新型农村合作医疗保障制度的推行现状与策略为案例,旨在深入而有效的诠释新型农村合作保障制度研究意义。
