党的十六届六中全会《决定》明确提出,逐步实现基本公共服务均等化。而达到上述目标,拥有三千万专业技术人员和知识分子的事业单位,是主体力量。追寻多年改革轨迹,按照建设社会主义和谐社会对公共服务提出的新要求,有助于理清事业单位改革的主要脉络和指导原则:事业单位改革的目的是坚持以人为本,调动广大工作人员的积极性,增强自身活力,提高公共服务的有效性,促进公共服务和社会事业的发展,而不是简单地减少人员,减轻财政负担;
