犯罪是社会各种消极现象的综合反映,具有鲜明的时代特征和社会属性,不同历史时期有着不同的犯罪形态。同时,刑事案件升降起伏又是衡量一个地区治安状况的寒暑表,直接影响人民群众的安全感,是当今社会上普遍关注的热门话题。厦门经济特区作为改革开放的综合实验区在市场经济条件下刑事犯罪有什么规律和特点?公安机关应采取什么对策和举措?这是驾驭治安大局一个重要的理论和实践课题。笔者就当前厦门市社会治安状况和刑事犯罪态势走向作个粗浅剖析,旨在抛砖引玉。
