Prosecutors have a very wide range of discretionary powers throughout the criminal proceedings. The non-prosecution discretion is one of the important components of discretion. The effective exercise of the non-prosecutorial discretion of the prosecutor is of profound significance to ensure judicial fairness, save judicial resources and improve litigation efficiency.
