虽然行政手段有利于迅速协调各方利益关系,但应谨防不顾及公司意愿和现实条件的“拉郎配”。今年的《政府工作报告》首次提出“有序实施国有企业混合所有制改革”。近两年来,各地纷纷推出国企改革方案,不少企业开始通过上市、增资扩股时吸纳民营资本、加快员工持股计划等措施,加快国企混合所有制改革步伐。中国证监会山东监管局局长冯鹤年等业内专家认为,资本市场有交易公开透明、定价机制科学公允等诸多优势,宜成推进国资“混改”主阵地,在具体推进时应更加注重优化企业经营结构,防止“拉郎配”。
