山东监狱系统抓住建设“平安山东”、构建和谐社会的有利时机,全面开展“平安监狱”建设,坚持不懈地抓安全保稳定。截至2006年底,全系统已连续3年实现无罪犯脱逃、无重大监管安全和生产安全责任事故。山东省委、省政府转发了《省司法厅关于全省监狱劳教场所连续3年保持安全稳定的情况报告》,介绍他们的经验做法。为此,本刊特邀程辉局长撰文,将他们的做法及经验发表于此,以供借鉴思考。
