《中共中央关于制定国民经济和社会发展“九五”计划和2010年远景目标的建议》(以下简称《建议》),是我国今后15年国民经济和社会发展纲领性战略性的文件,将指导全国人民实施第二步战略目标,并为实施第三步战略目标作充分准备。实施这个伟大的《建议》之后,将使我国有条件开始跨入世界中等发达国家的历史进程。所以《建议》本身就是关于全国经济、社会发展的最好动员,也是对各地区工作的重要检验。一、今后15年的发展方针和战略问题我认为《建议》中指明的9条方针比较切合云南的实际。因此,应当认真贯彻好《建议》中9条方针,用好用足这9条方针于云南将是业绩腾达、经济登新台阶的良好结局。至于从云南所处的内外环境出发、从云南的优势劣势出发、从启动推动全省全局迅速发展
“The Proposal of the Central Committee of the Communist Party of China on Formulation of the Ninth Five-Year Plan for National Economic and Social Development and the Vision for 2010” (hereinafter referred to as “the Proposal”) is a strategic strategic document for our country’s national economy and social development for the next 15 years.
