During the “Twelfth Five-Year Plan” period, Changsha Municipal Bureau of Education effectively cracked the issue of school choice for primary and secondary schools and truly let Changsha students “learn”, “go to school” and “studiously learn”. Changsha Municipal Education Quality Monitoring and Evaluation Center collected data on the annual statistical report of education in 2015 in Changsha City. Using the method of seeking difference coefficients, the author analyzed the development of compulsory education in nine counties (cities) and high-tech zones in the whole city, 8 indicators, namely: students per teaching and auxiliary housing area, student sports venues area, average educational equipment value, a hundred students have a computer number of books per student, students were higher than the required number of academic qualifications,
