The promulgation and implementation of the “Regulations” are of great practical significance for building a contingent of highly-qualified public service personnel, for effectively guaranteeing the legitimate rights and interests of personnel of public institutions and for accelerating the formation of an internationally competitive talent system. The “Regulations on Personnel Management in Public Institutions” is the first legal result of deepening the personnel system reform in public institutions and a major measure for establishing a system of personnel aggregation.
