In 2006, surveys conducted by many non-governmental organizations in China invariably ranked a series of cities in the Yangtze River Delta such as Suzhou, Hangzhou, Wuxi, Ningbo and Shaoxing among the most satisfied cities for migrant workers. Since then, a report by Sun Yat-sen University has pointed out sharply that due to the relatively harsh working environment, the PRD is seeing labor resources flow out to the Yangtze River Delta including Jiangsu, Zhejiang and Shanghai. At the beginning of 2007, “labor shortage” was commonly affected in various parts of the country. However, in terms of regional competition, the Yangtze River Delta still occupies a comparative advantage in the labor resource war resulting from this “migrant workers vote.”
