现代社会是一个充满风险的场域。由各类社会风险引致的突发公共事件,给社会秩序的平稳、健康运行带来不同程度的冲击,也严重影响社会成员的日常生活。社会工作这一现代社会重要的福利性社会行动,能运用其专业手法积极有效地处理突发事件,发挥事后恢复、事中引导和事前预防的功能。同时,社会工作对突发公共事件的介入还可产生积极预防、责任伦理和风险理性等深层次价值,为风险治理带来新的理念。
Modern society is a field full of risks. Public emergencies caused by various social risks have brought varying degrees of impact on the smooth and healthy operation of social order and have also seriously affected the daily life of members of society. Social work is an important welfare social action in modern society. It can use its professional methods to deal with emergencies actively and effectively, and give play to the functions of postponement, guidance in the matter and prevention in advance. At the same time, the involvement of social work in public emergencies can generate deep-rooted values such as active prevention, ethics of responsibility and risk rationality, bringing new ideas to risk management.
