文章析了淮阳古城历史发展概况,淮阳古城水系构成和坑塘水系的形成原因,淮阳古城城市空间形态与水的关系。通过借鉴淮阳古城水系“沟渠环绕、河流穿越、坑塘散布”的布局方式,坑塘水系的调蓄功能和后期的城市水系管理历史经验,反思当今城市排水防涝遇到的一些问题,结合城市排水系统的实际情况,提出城市排水防涝系统规划应建立“点、线、面”多层次的城市水系网,构建“城市水系”、“市政管网”、“城市各地块”三大排水系统以及建立因地制宜的防洪改造策略和灾害应急管理制度。
