本文通过将欧洲自由贸易联盟置于西欧一体化进程的广阔范围内的考察,对若于与一体化理论有关的问题进行评析.战后的欧洲联合运动从一开始就包括了几乎所有的百欧国家,但对一体化的目标和方式所持有的不同主张导致欧共体与欧自联的分立,两集团关系的变化和发展构成了西欧一体化进程的重要组成部分.对西欧一体化进程影响较大的一体化理论主要有:联邦主义、邦联主义、职能主义、新职能主义等,从决策机制上可分为超国家管制和政府间合作两种形式,从涉及的领域上可分为政治和经济两类.欧自联基本上保持在经济领域内的政府间合作结构之内,欧共体则为经济领域内的超国家管制和政治领域内的政府间合作相结合,但近年的发展表明两经济集体正出现某种交织或超同。欧自联的纯粹的经济一体化组织协调较易,发展比较顺利,而欧共体的带有政治目标的经济一体化组织难度较大,发展进程波折起伏,但在欧洲经济形势巨变之际,欧自联的应变能力则远不及欧共体。欧自联作为成立较早、卓有成效的自由贸易区,其运营经验对其地区域性一体化组织有着更为实际的借鉴意义.
This article examines the issues related to integration theory by examining the European Free Trade Association within the broad scope of the integration process in Western Europe. The post-war European Union Movement included almost all 100 countries from the very beginning, but the different opinions held on the goals and methods of integration led to the separation of the European Community and the European Union, the changes in the relationship between the two groups and Development constitutes an important part of the integration process of Western Europe. The integrated theories that have a major impact on the integration process in Western Europe are: federalism, conconforatism, functionalism, neo-functionalism, etc. From the decision-making mechanism, it can be divided into two forms: supranational regulation and intergovernmental cooperation. The field can be divided into two categories: political and economic. European Union has basically remained within the framework of intergovernmental cooperation in the economic field. The European Community has combined super-national controls in the economic field with intergovernmental cooperation in the political field. However, recent developments indicate that the two economies are collectively There is some kind of interweaving or hyperextension. European Union’s pure economic integration organization is relatively easy to coordinate and development is relatively smooth. The economic integration organizations with political goals in the European Economic Community are more difficult and the development process is fluctuating, but at the time of the great changes in the European economic situation, European Union’s resilience is far less than that of the European Community. As an early and effective free trade zone, the European Union has more practical reference for its regional integration organizations.
