经过长达6年的讨论,欧盟REACH法规于今年6月1日正式生效,这将使中国面临入世以来最大的贸易壁垒。由于所有物质检测和注册的费用均由企业承担,保守估计我国企业每年为REACH所要负担的成本为5亿～10亿美元。它将涉及欧盟市场上约3万种化工产品、影响中欧之间90%以上的贸易额,中欧化工品进出口总额将下降10%,中国化工生产总值将下降0.4%,并有可能导致20万化工及相关从业人员失业,整个中欧贸易格局乃至其上下游产业格局都将面临一次重大洗牌。对此,企业应该如何应对?注册途径怎样?敬请关注。
After six years of discussion, the EU REACH regulation came into effect on June 1 this year, which will enable China to face the biggest trade barrier since its accession to the WTO. Since the costs of testing and registering all substances are borne by enterprises, it is conservatively estimated that the cost incurred by Chinese enterprises for REACH will be 500 million to 1 billion U.S. dollars each year. It will involve about 30,000 kinds of chemical products in the EU market, affecting more than 90% of the trade volume between China and the EU. The total volume of Sino-EU imports and exports of chemicals will drop by 10%. China’s total chemical output will drop by 0.4% and may result in 20 Million chemical workers and related employees unemployed, the entire EU trade pattern and even its upstream and downstream industry structure will face a major reshuffle.
