在总结上届修志篇目设计的经验教训基础上 ,秦皇岛市县 (区 )续志力争篇目设计有所突破 ,更好地体现时代特色和地方特色 ,顺应信息时代需要。指导思想增加了以邓小平理论和江泽民“三个代表”重要思想为指导 ,体例上继承并发展旧志平列分目体 ,采用“大板块”类目型 ;除“概述”和“大事年表”外 ,主体“志”设计了“地理”、“政治”、“经济”、“文化”、“人物”五大板块。
