在简述非公有制林业历史、现状及问题的基础上,界定非公有制林业的内涵,分析非公有制林业的特点。运用古典经济学、制度经济学、法律经济学及现代林业经济理论,论述非公有制林业制度创新的原则、价值取向、目标。提出建立以林业补助为中心,让林木经营者能获得社会平均利润的商品林生产补助制度;以政府采购非公有制公益林,将非公有制经济引入公益林的生产,形成公益林生产竞争格局的公益林采购制度及产权明确、保护有力、流转顺畅的林权制度三位一体的非公有制林业制度创新框架。
On the basis of a brief description of the history, current status and problems of non-public ownership forestry, the connotation of non-public ownership forestry is defined, and the characteristics of non-public ownership forestry are analyzed. By using classical economics, institutional economics, legal economics and modern forestry economy theory, this paper discusses the principles, values and goals of the innovation of non-public ownership forestry system. Proposed the establishment of subsidies for the forest as the center, so that forest managers can get the social average profit of commercial forest production subsidy system; the government procurement of non-public welfare forests, the non-public economy into the production of public welfare forests, public welfare forests to create the competitive landscape of public welfare Forest procurement system and property rights clear, well-protected, well-flowed forest rights system Trinity of non-public ownership of the forest system innovation framework.
