近代外商在上海设租界买地的初期,首先看重的是土地的贸易功能,码头、仓库、运输要冲等地段最早被高价买下,其他地段则价格甚低。但随着城市化的进程,虽然工业、金融业还不是很发达,但城市的综合功能,包括居住、消费、服务等渐渐开发出来,土地的需求也从主要是贸易功能单一取向向城市功能的综合取向演化。各个区域间的价格差异扩大,而发展较为成熟的地区内的地价差距开始缩小。作为租界市政管理机构的工部局,采取市场经济方式购地筑路,并伴随城市综合功能的开发,购地修建除道路外的其他各种公共品。
