为促进全球温室气体减排,国际社会建立了森林碳伙伴基金,用于支持REDD+项目,以充分发挥森林在应对气候变化中的功能和作用。世界银行作为全力支持林业措施应对气候变化的国际金融机构,其旗下管理的森林碳伙伴基金,在全球的碳基金中独树一帜,为帮助发展中国家减少毁林、增加森林植被和保护森林以减缓和适应气候变化做出了重要贡献。文章介绍了森林碳伙伴基金的组织构架、基金内容及运行进展情况,总结分析了该基金管理的经验及对我国林业碳汇管理的启示,提出了中国应加入该基金的建议。
In order to promote global greenhouse gas emission reduction, the international community has established a forest carbon partnership fund to support the REDD + project so as to give full play to the function and role of forests in addressing climate change. As an international financial institution that fully supports forestry and tackling climate change, the World Bank, the UNFCCC managed by it, is unique among the global carbon funds. To help developing countries reduce deforestation, increase forest cover and protect forests to reduce and / Adaptation to climate change has made an important contribution. This paper introduces the organizational structure, fund content and operational progress of the forest carbon partnership fund, summarizes the experience of the fund management and its enlightenment on the forestry carbon sink management in China, and puts forward the suggestion that China should join the fund.
