云南省峨山彝族自治县县委书记马碧芬,是全省乃至全国为数不多的少数民族女书记之一,她不仅是回族同胞中杰出的代表,而且作为人武部党委第一书记,忠诚履行职责,为国防后备力量建设办实事、解难题,尤其令人敬佩。 1996年1月,马碧芬到峨山任县委书记兼任人武部党委第一书记后,为了尽快熟悉武装工作,她虚心向武装战线的同志学习,不懂就问,人武部给她订了《中国国防报》、《中国民兵》等报刊,她做到每期必读,从中吸取营养开阔视野。下基层检查工作她都坚持到武装部了解情况。就这样,她从一名武装工作的“外行”,逐步成了熟悉
