本文作者认为,加强海关领导干部道德素质建设,是建设一支高素质、符合时代要求的海关领导干部队伍的关键,是海关系统实践"三个代表"重要思想,贯彻落实新方针的有效途径。作者先指出领导干部道德素质的基本含义以及当前海关领导干部道德素质建设存在的问题及主要原因,阐明加强海关领导干部道德素质建设的重要性和紧迫性,并结合工作实际提出了加强海关领导干部道德素质建设的作法:一是加强组织领导,坚持作为一件头等大事来抓;二是坚持"以德治官",强化对领导干部的道德素质教育;三是加强监督制约
