引言援藏工作是党和国家治藏方略与边疆战略的重要组成部分。西藏和平解放以来,中央高度重视西藏发展,做出了全国援藏的重大决策,举全国之力支援西藏。干部人才援藏作为全国援藏政策中的重要组成部分,对西藏的发展有着极为重要的意义。特别是1994年中央第三次西藏工作座谈会做出“分片负责、对口支援、定期轮换”的重大决策以来,在中组部、人力资源和社会保障部的精心部署下,18个对口支援省市(含2004年已不再承担援藏任务的四川省)、17家中央企业和70 Introduction The Tibet aid work is an important part of the party’s and the state’s strategy of controlling Tibet and their border areas.
