文章以S市W区福彩公益金项目评估为例,探究目前政府购买公共服务项目的评估现状、效果和影响,以及评估现状背后的原因。文章认为现有评估具有多重功能,也存在一定的消极影响。目前评估现状的形塑既有评估人员操作层面的内在原因,又有制度决策、政府意志以及我国社会组织发展现状等外在原因,而后者是形成现状的主导因素。最后,作者提出相应的对策建议以规范评估行为,促进项目评估进一步发展。 This article takes W Welfare Community Welfare Project Evaluation in W District of S City as an example to explore the status quo, effect and impact of current government procurement of public service projects and to evaluate the reasons behind the status quo. The article holds that the existing assessment has multiple functions and also has some negative effects. At present, the evaluation of the status quo is not only because of the internal reasons for assessing the operational level of personnel, but also for external reasons such as institutional decisions, the will of the government and the status quo of the development of social organizations in our country. The latter is the dominant factor in the status quo. Finally, the author puts forward corresponding countermeasures and suggestions to standardize the assessment behavior and promote the further development of project evaluation.
