山西省吕梁地区属晋西黄土丘陵沟壑区,总面积为2.1万平方公里,其中山区面积占90.5%,区域比较广阔,资源亦较丰富,但土地贫瘠,干旱缺水,自然灾害频繁,水土流失严重。全区共有沟长一公里以上的大小流域13000多条,水土流失面积1800万亩,占总面积的60%,每年流入黄河的泥沙量达1.68亿吨,约为三门峡上游年输沙量的十分之一,是影响农业生产发展的重要因素。
