在冶金資源勘探的重型坑探工程中,執行施工技術設計雖已兩年,但還存在一个基本不同的看法,就是要不要設計的問题。有些同志認為坑探是臨時工程,沒有進行設計的必要。其理由之一是坑探工程不比开采工程,开採工程的設計有詳細的地質資料做依據,而坑探工程則還在勘探階段,目的是探明礦床,因此地质勘探设计所佈置的探礦坑道不可能如同開採坑道那樣的穩定,也就是在施工中坑道在很大程度上是隨着地質變化而變化的。同樣,地質遠景計劃的變動性更大,更不能作為坑探施工技術設計中考慮遠景問題的依據。因此,在這樣的依据基礎上所作出的施工技術設計,是不能够正確指導施工的,也就沒有做此一設計的必要。其理由之二是工程分散、坑口多,單个坑口工期短,整個勘探時間也不長;大部份是水平坑道,施工簡單,不過是打眼放砲。其理由之三
