一、课题的提出:中小学教师在深化基础教育改革,提高教育质量中起着主导和决定作用,高素质的人才必须依靠高素质的教师来培养。骨干教师是教师队伍中的中坚力量。在学校教育和教学工作中起着主要作用。骨干教师的数量和质量体现着教师队伍的总体水平.关系着教育质量的高低,关系着基础教育改革的成败。所以,全面选拔、培养大批骨干教师.充分发挥骨干教师的人才优势,是继续教育的一个重要内容.是落实国家“建设一支素质优良、结构合理的中小学师资队伍”这一战略目标的一项重点工程。
