2003年1月以来,发生在广东省及东南亚地区的传染性非典型肺炎(严重急性呼吸综合征,SARS),带给我们许多需要反思的东西。虽然说这次传染性疾病的病原体已经找到,确定它是冠状病毒的一种,但对这种病毒是自然界传染病的突发,还是生物恐怖袭击,目前还很难作出判断。但这次事件的发生,无疑为我国加强对生物恐怖袭击的防范敲响了警钟。我国应建立完善的应对机制和系统,用于防范来自自然界及人为的生物恐怖袭击。包括:建立一支由国务院直接管理的反恐怖主义部门;建立和健全各级疾病控制中心和部门;加强国际间的合作;加强各级传染病医院软硬件的建设;把握和控制好宣传的力度和节奏等。

Including the establishment of an anti-terrorism unit directly managed by the State Council; the establishment and improvement of disease control centers and departments at all levels; the strengthening of international cooperation; the strengthening of the hardware and software of infectious disease hospitals at all levels; the holding and control of publicity efforts And rhythm and so on.
