完善农村信贷保险保障机制的涵义和内容所谓完善农村信贷的保险保障机制,就是要根据农村市场经济的发育程度,遵循市场经济普遍规律,按照“政府主导,民众参与”的原则,逐步建立健全民众所需、市场所求、能保护和促进农村金融乃至农村经济可持续发展的“三大机制”．即:建立健全农村信贷的保障机制、灾歉灾损农村信贷的补偿机制和农村信贷的保险机制。
