一、引进外资工作出现的新特点及面临的困难 1.中国加入WTO后,我国市场经济要按照国际通行规则运作,参与经济全球化的步伐将大大加快;加入WTO后,国家将对三资企业实行“国民待遇”,关税政策将有重大调整。因此,直接引进外商的优惠政策导向向市场导向转变,倾斜政策逐步向“国民待遇”转变,将成为我国今后一个时期引进外资的一大特点。对企业的优惠将不再是由财政来实现,而应由市场来实现。
