1.前言在新的历史时期水利部提出了新时期的治水思路,提出了黄河治理“四不”目标,由此可见,依法行政,加强管理,实现黄河水资源的可持续利用不仅是新时期治水思路需要,又是实现黄河治理“四不”目标的要求,应当引起我们的高度重视。
