自唐以降,无敕额寺观一直是封建国家限制和重点打击的对象。金朝在禁断无额寺观的同时也采取了让步措施,即允许非官方寺观通过“纳缗投状”申请敕额,允许未系帐的无额寺观系籍存留。官卖度牒、寺观名额,满足了僧道建寺度僧的要求,客观上起到了普赐名额和度牒的效果。将其置于金代政教关系中去考察,还不能忽视它在佛、道教复兴中的作用。另外,它对缓解财政危机、减轻农民负担以及赈灾备荒、促进钱钞流通均有一定的积极意义。
